Often referred to as 'The most powerful weapon in the Universe', the Green Lantern ring seeks out a barer worthy to wield it. The ring is fuelled by the user's will, the stronger one's will the stronger and more versatile the ring can be. From what we've seen; a noob like Simon Baz was able to bring his brother in-law back from a coma simply because he willed it...and I wouldn't nearly consider Simon Baz to be anywhere near top-level Green Lantern. Kyle Rayner was stated to be able to convert water into Gasoline with his ring (or something like that). But just like anybody else, these character's will were fairly limited. Based purely off of speculation; how powerful would a Green Lantern be if their will was limitless?

Could a Green Lantern potentially be SkyFather level if their will was strong enough?

There does seem to be a limit, as one time John Stewart tried to recreate a planet and his willpower was simply too much for the ring to process.

I think he was trying to restore an entire galaxy, not just one planet.

@force_echo: @nickzambuto: It was a solar system.

That said I believe Hal did bypass the limit once and killed Kronos when he had all the emotional entities.

Well, Rebirth Hal literally became will power.

To answer your question, yes he would be Skyfather level and could potentially surpass it.

What would it even mean for someone to have "limitless willpower"? Like how would you even define that?

Will power isn't something you can quantify

A GL's power is directly proportional to their willpower. This is a positive relationship: as willpower increases, power of a GL increases.

So unlimited willpower would logically mean unlimited power.
