Could be Wally. I don't know if Eobard actually exists in the Arrowverse at the moment.

@plotweapon16255: Maybe. The way he disintegrated in the finale of Legends last year looked a lot like how it was in the S1 Flash finale.

By all accounts, he shouldn't exist in the comic universe, but he's proven time and time again that he knows how to beat death. Maybe Eobard in the CW-verse is just like that.
