I've shown that feat to be 5% LS (sub-relativistic) at the very least.
The idea is pretty simple, Piccolo's attack reached the moon rather fast, and he almost couldn't see Frieza's Death Beams because they were so fast, ergo they are faster than Piccolo's attack.
I don't wanna look for my post to copy paste it, but it was lowballed and showed minimum 5% LS, which meant LS with KKx20, which he used during that fight later on.
We know from calcs and whatever that Goku crossed Snake Way on the return trip at a speed around Mach 28 since it only took him 28 hours to cross that distance and arrive at Earth.
Goku then went through gravity training. Essentially working up to the ability to be able to fight and train just as normally in 100x the gravity of Earth as he could in the normal gravity of Earth, which we know Snake Way to be.
So if Goku could move at Mach 28 across Snake Way, which is normal gravity because it doesn’t bother Goku like King Kai’s Planet did, and he trains until he can fight and train in 100x gravity just as normally as he could in normal gravity, that would mean Goku could move Mach 28 in 100x gravity. And move Mach 2,800 in normal gravity.
However, this isn’t where it stops. Goku gets a big zenkai boost after his battle with the Ginyu Force. We know it makes his stats much higher than Piccolo’s and even greater than Vegeta’s as well. Vegeta was the only one who could see the Death Beam, and he either chose not to react to the one that killed Dende or he was too slow. He preemptively reacted to the one that would’ve killed Gohan by smacking him out of the way.
Goku was able to casually deflect a Death Beam, then another, and then a whole barrage of them. A technique that individually was described by Piccolo as just a “flash of light.” Piccolo by this point had stats (at least going by the numbers) far dwarfing Ginyu and Goku from Ginyu’s fight. Vegeta had stats even better than that. And now Goku had basically made them both look like slowpokes.
I don’t know how much to quantify Goku’s increase from that easy to find Mach 2,800 number, but I would say it’s suggestible he could be Sub-Rel at minimum. I would not say Light Speed is reached by either him or Frieza just yet but it was definitely reached long before the end of Z if you don’t go too heavy into inconsistencies.
