Post-Crisis Sr. only appeared to be faster then the peak human at best. Jr a bit more so certainly. Upon becoming a Yellow Lantern, he gained the ability to move at FTL speeds.
New 52, while nowhere close to being FTL, does appear to be a lot faster than previous incarnations. He is capable of tagging Superman in midflight and even closes the gap between himself and Sinestro corpsmen in nearly an instant.
