I mean, even if he wasn't expecing her to shoot him, there was a considerable distance between them and if we're truly trying to say that he's fast enough to dodge the bites, he should have been able to react to the bite after seing it go past Cap and Bucky and towards him. So clearly, he wasn't quick enough to react to it. He's seemingly able to cut a bullet in two with one claw after it was fired in a tie-in comic but can't react to a Widow bite that's shot directly in front of him from a far distance just because he thought it was going to hit the person in front of him?
Even before Natasha shot him the second time, we see he's no longer being electrocuted and tried to run towards Cap and Bucky but he still wasn't able to just dodge out of the way of Natasha's second shot with a simple quick side-roll even tho she had her arm still up, making it clear that she would shoot him again.
Like you said, he was boodlusted and was trying to get to Cap and Bucky before they could escape. Why would he let her just shoot him if it was the one thing that's literally slowing him down and stopping him from reaching his goal?
Hawkeye simply wasn't quick enough to dodge the bite. Given, he got shot from a bit closer than nearly everybody in the gifs above but If he was quick enough, he could have simply rolled out of the way to dodge it.
