Cull being tiers below Tony is wild. The novel states that he outclassed Stark in every way, and the film implies he woulda oneshotted him with gear.

Iron Man and Thanos being above final form Surtur and Ego is based

Also Batman would ragdoll M’Baku and Red Guardian, he should be in the next tier

1. Ultron took him by surprise. Once Bision used Thor’s main weapon, he was able to oneshot him.

2. Hela got overconfident. Given a larger area, she could have dodged that sword strike and could have continued impaling him.

Surtur vaporized Hela with a sword strike and laughed off her spikes, and shes in the same tier as thor

If manta doesn’t aim for his mask with a good blast hes dead meat

• Thor was taken by surprise by Ultron but let's be honest, he was overpowering him badly and actually hurting him visually.
• Hulk was winning until he calmed down but the Hulkbuster was clearly very close in stats.
• Unarmed Pre-Ragnarok Thor still was getting destroyed by Hulk and he didn't really hurt Hulk significantly.
