Force feats - Did Palpatine lift the Star Destroyer fleet?
Possibly. But it could be that he or some of his minions pressed a button that activated the ships. The scene leaves it kind of vague IMO. But I wouldn't fault anyone for thinking that it was Palpatine's power.
well if he did...Rey was notable and had one of the best feats on the films by doing the rock thingy in TLJ...

I don’t think so. We see the ships rise out of the ground because then engines were on. The editing of that scene was really ambiguous though.
He did seem ridiculously powerful in that movie too me honestly. Which was weird considering it was stated he went in to hiding because he lost his powers after ressing himself.

It will not make any sense because if he does have that kind of power, then there is no reason whatsoever that he will hide for so long and use Snoke as a minion to his plans.
Based on what I skimmed in the Novel, Palpatine raising his hands were him using the force to give Kylo a vision, and not him using the force to lift the ships?

More ships rose—and more and more—until tens of thousands hovered in the atmosphere. “For a generation, my disciples have labored,” Emperor Palpatine said, his voice dark and deep. Kylo’s heart was racing. So much power. A starfield of Destroyers. The largest fleet the galaxy had ever known. The rumors were all true. Exegol was a world populated by the Sith Eternal, true believers in the dark side of the Force, devoting their lives to this. “They’ve built a fleet that will bring an end to the galactic rebellion once and for all.” The vision was whisked away, replaced by hundreds of thousands of stormtroopers, shining in crimson armor. Everything he’d seen would be his. But he was no fool. Nothing was really that easy.
