Possibly. But it could be that he or some of his minions pressed a button that activated the ships. The scene leaves it kind of vague IMO. But I wouldn't fault anyone for thinking that it was Palpatine's power.
Yes he lit up an entire fleet of ships through his own power. I highly doubt he usnt capable of accomplishing this

well if he did...Rey was notable and had one of the best feats on the films by doing the rock thingy in TLJ...

I don’t think so. We see the ships rise out of the ground because then engines were on. The editing of that scene was really ambiguous though.

And Rey and Luke shouldn’t really be struggling with with lifting some rocks if Grandpa Palps can lift thousands of mile - long ships .

Since the engines are on, I'll go with "he turns on the thrusters for the fleet" as to explain why they all rose in sync
There are people piloting those ships, why would he need to lift them in the first place?
I think it's more he gave them the nudge they needed
