Fantasy NetherRealms Studio Marvel Fighting Game Roster

I'm trying to come up with a realistic balanced roster for a Marvel fighting game similar to Injustice.

Injustice 2 features 28 characters and 10 DLC characters for a total of 38. I'll use the same format for this roster.
