Respect Double Down
Double Down (Jeremy Tell) used to be a con-man and was a compulsive gambler, a habit that often found him in bad situations. In one of his outings he lost a game of cards against another individual and instead of accepting the loss and moving on he decided to kill him, and so he did. Unfortunately for Tell the man had with him a cursed deck of cards that bonded with his skin once the man was killed, and so, Jeremy Tell is now Double Down, a card wielding villain who operates out of the Central/Keystone City area and combats the Flash.

1.0 Magical Card Manipulation
The cards bonded to his skin are magical in some way and Double Down can mentally manipulate these cards, similar to how one could manipulate them with telekinesis.
- Countdown #29 - His cards become embedded in a diner's wall after he accidentally fires them off.
- Superman Secret Files & Origins 2004 - Uses his cards to cut through the bars of a prison cell.
- Superman Secret Files & Origins 2004 - Due to the magical nature of his cards they can cause Superman to bleed.
- The Flash V2 #192 - Uses his cards to cut through Flash's (Wally) suit, causing him to bleed.
- The Flash V2 #210 - Tags Flash (Wally) with several of his cards; however, Flash did comment that he had to slow down in order to not kill the birds that were flying about.
- The Flash V2 #223 - Tags Flash (Wally) with several of his cards, again. This time Flash comments that the cards are like razor blades and there are too many to dodge.
- The Flash N52 #50 - His cards are sharp enough that they become embedded in some rock.
- The Flash: Iron Heights - Prevents Pied Piper from using his sonic attacks by covering his mouth with a card, also uses his cards to shred his costume apart in seconds.
2.0 Regeneration
Due to his body composition (being made of cards) he seems to have a unique regeneration ability.
- Countdown #28 - His hand explodes into cards after he's shot by Deadshot, then, his body explodes into cards after being hit with some sort of energy attack. He isn't dead, instead he just becomes a pile of cards until he can recompose himself.
Conclusion
They need to use Double Down more & they need to turn him into a more serious threat. I'd love if they did more with the magical nature of his cards or gave him some better combat awareness. If the dude had better marksmanship he could be a Bullseye on steroids, but alas, we get a mostly unseen Rogue with some rad powers not being put to good use.
