He also scales above people like a train and blue hawk who displayed Dceu Wonder Woman levels of striking(visually). He might not hit as hard as Spider-Man(debatable) but people saying he hits softer than super soldiers are just lowballing extremely.
No. Soldier Boy’s slightly weaker than Homelander who could tank that massive power plant explosion, and Homelander was hurting him just fine. His AP should be multi cityblock level.

It even happened in Infinity War- Hulk vs. Thanos looked about the same as the Homelander fight. That doesn't mean the characters are weak, you just have to look at scaling and intent rather than how much damage their fight caused.
With that in mind, obviously Homelander hits harder.

Homelander is obviously stronger. They just don’t have that kind of budget to showcase it, lol. By in universe logic he can lift a plane rather easily but it would go right through him. He threw a ball with a casual flick of his wrist and it apparently was thrown far enough to clear entire states.

I don't think guys like Cull and Hulkbuster are on Thor or Hulk's level, but why would it be any better or worse than scaling Homelander to...who and what exactly?
TB scaling seems vague and wonky, which is hardly the case between Spider-Man and Cull, as Cull never got enough scaling over Spidey to override the majority of scalings Spider-Man got over Cull (catching his blow, webslinging an object he threw back at him, stopping his stab on Iron Man).

For reference:
Thor was outperformed by a non-combatant armor which would scale under the 3 tonner armor I mentioned prior. Same Thor was still stronger than Loki and could give the Hulk trouble.
In conclusion, Spider-Man scaling to Hulk doesn't do him any favors either way.

You speak as if the Iron Man scaling is impressive. Apparently not so much considering he failed to put down Cull for an extended period of time despite having Iron Man's help. Same Cull who is only Hulk level or slightly above at best.
In this case, the stuff I posted for Hulk, Iron Man, and Thor can also be applied to Peter. There I win 😊 cause this means Homelander and Spidey ultimately scale to similar strength

It's Wall level I did the calc I can show you if you want. You have to consider that Spider-Man is very light so the energy he is absorbing is minimum. If he absorbed any significant energy the train would either be damaged or stopped, and it wasn't affected at all.
Visuals and limited collateral are non-literal if basic scalings and the characters’ other Feats contradict them.
Even A-train, Black Noir Queen Maeve could splatter humans, shatter solid concrete walls/Pillars and tear apart trucks without effort, yet they scale way below HL. Plus, in the same episode, we were told that Soldier Boy killed a bunch of people in a residential building and presumably leveled parts of it by throwing a car at the thing.
