No. Hulk does not have that kind of power. He never destroyed the dark dimension nor any dimension. In the dark dimension, when he clashed with RdSH the energy of both scatered about and destroyed the planet they were in... killing everyone on that planet in the process including them both (hulk and red she hulk). Only because of the wish Hulk/Banner... wished for, did everyone came back to life.
And Hulk did not destroy Night Crawler's dimension/cosmos. Hulk's thunderclap only defelcted night crawler's sonic waves and it was those who destroyed that dimension... not the hulk but night crawler's own power.

So we know, at worldbreaker power-levels, the Hulk ( and red she-hulk) make the earth quake merely by standing and could sink continents with a footstep.
obviously there's a difference in the amount of effort put into a punch and a footstep. Punches pack way more power and proportion speed than footsteps.
Merely by clashing with Red She-hulk, WB Hulk indirectly......
A. destroyed a planet
AND
B. vaporized a guy on Silver Sufer power-level, as well as guys who rivaled Hulk at base-levels, and the Mindless ones(he even lets the guys attack him so he can amp up that much faster!!).
None of these things were even remotely the focal point of WB Hulk's attack, so they were taking the smallest effects of Hulk's(and Red She-hulk's) power, but they were still destroyed. That's just shows how insanely powerful WB Hulk is.
In a fight, when like-forces collide, 99.99 percert of that force should cancel out between the two forces. Some Marvel characters have been shown rocking and decimating universes merely by the collision of them and their opponent's power. The tiny bit of leftover force from their collsion was enough to decimate planets and universes!!!! That's just crazy powerful.
It's plain to see that worlbreaker Hulk's power is far above the average planet-busting powerhouse.

He could achieve this by thunderclapping hard enough to split all his atoms and release not only the energy in his body but the extra gamma radiation in his cells. He once thunderclapped a dimension out of existence so this shouldn't be too difficult, especially considering how mad he'll be at the time (much angrier).
And then his healing factor will put him back together (remember it works better the angrier he is, so it should heal him back pretty quickly) and he'll have successfully "busted" a solar system/galaxy.

It depends on either how much gamma radiation he is emitting as doctor strange once in a comic stated hulk was giving to much radiation off and if he gives off more he could destroy all of reality.
It also depends how much strength and anger he has accumulated to be able to destroy the universe.
Overall hulk does have the qualities to bust the universe yes but depends on circumstances.
