Does Flash being faster really make him better/smarter?

In terms of Quicksilver and Flash, just because Flash is faster, it doesn't mean he can match Quicksilver's intelligence or fighting skills. If Quicksilver is smarter and more agile/skilled with hand to hand combat, wouldn't that render Flash's speed useless?

No. Quicksilver isn't smarter than Barry or Wally, and it's arguable he's a better fighter.

Flash has the highest information processing speeds among all the JL member. Barry was also pretty intelligent before he became the Flash.

However, information processing is only one aspect of intelligence.

Both of their intelligence really depends on the plot actually.

If Flash, Quicksilver, Superman, Supergirl or Powergirl need to process something fast for the plot they can. The same way it depends on the plot if Quicksilver, or Flash see things in slow motion. In the Comic All-New X-factor there was a nice scene where Quicksilver was able to see everything in slow motion, but in other scenes he will have trouble dodging bullets which Batman, Robin, Catwoman, Nightwing and Red Hood do easily.

It doesn't really matter though, because Batman will always be written to be smarter than all three of them.

Barry thinks quick by necessity. He's clever and has enough intellect to keep up with Bruce or Hal (engineering) pretty often.

The speed of which your mind works does not equal your level of intelligence. A moron could be able to think faster than a genius for example. Would you say a computer is smarter than a human simply because it can calculate faster? The Flash and Superman may be able to think faster but Batman is smarter than both of them combined.

I guess it makes him smarter (in one way) if his speed also apply to his brain, which it should to make him able to control the higher speeds. Although, there is no objective ''better'' or ''worse''.

No it does not. The Flash isn't even acknowledged as being one of the smartest superheroes.

No he is not smarter because he is faster, he is able to think quicker. Flash is a scientist though so he probably is smarter, what has shown quicksilver being smarter than the guy who mad a treadmill that travels through the multiverse. Also if he is faster than quicksilver fighting prowess might not matter due to him not being able to keep up with or react to hits.
