@infantfinite128: Professor X and Magneto are basically blackmailing humans into being more or less respectful to mutant lives after years of oppression. To do this, they're attempting to make more technological advances and other services that would be above what current humans in Earth 616 could achieve.

Alongside this, they're establishing a new nation based on Krakoa where mutants would live in tribalistic utopia. One of their first laws, ordained by Nightcrawler of all people, was to mass produce more mutants. This essentially turned Krakoa into one crowded sex island.
