Nah, I mean, he could throw something explosive that would destroy a city block but I don't think Zod has any feats that put him on that level.

If we asume that he can fly to similar speeds than superman in his first movie, and that he can use those speeds to ram against the opponent, he could actually be Multi-City-Block to Small Town level in AP.

I'm not sure if he would survive it, but at least he could do it as a last resort move.
