DC comics discussion: What did Dr. Manhattan's monolouge mean ?

After reading the Flash issue 22, I thought of doing a discussion thread dedicated to the

epilogue at the end of that issue.

The topic of this discussion is the following:

What do you think was the meaning behind Dr. Manhattan's monologue ?

I think that the line "I'm just a puppet who can see the strings" hold the key to this storyline.

What did Manhattan mean when he said that line ?

Is he being controlled or forced to do these things ?

If so, then who is controlling him ?

Could it be the Anti-monitor ?

Or is it someone else ?

Ozymendiz ?

Or is it just Dr. Manhattan saying that because he thinks he's doing what's right ?

I think it could be Ozymendiz forcing manhattan to do these things, he did force manhattan

to stay quiet about his plan along with the other watchmen, minus Rorschach.

Or it could be Manhattan doing what he thinks is right.

Anti-moniter is out because I think he can do what Manhattan did or even worse.

What do you guys think ?

I'm sure that this line may be just a quote from Watchmen serries. But in this context... Yeah, it can be Prime.

correct one both for Manhattan and the story's sake.

If it has anything to do with Superman Prime I'm done with Comics all together.

What if he's not the main villain, just one of them? Or what if he's trying to redeem himself by fighting Manhattan but is clearly outmatched?

It's just fate guys. The whole character is centered around a deterministic POV of the world. Everything that will happen has already happened in his eyes. Free will is an illusion etc...
