Simple Revenge vs being a less developed Agent of chaos with a love story thrown in. I liked Bane's dialogue and interactions with Batman more than Deathstroke, but its probably only slight seeing as Slade was the best character in that terrible Arrow season 2. He seemed to really care for Oliver and Shado, and genuinely came across as a good human being until Oliver screwed him over and I totally understood why he wanted to destroy Oliver's life.
Bane because without him and Rises Guggenheim and his bosses wouldn't have the source material to ripoff and give to Arrow and their version of Deathstroke.
What makes this Slade a ripoff?
Like everything? read Knightfall, watch Rises, read Deathstroke comics and the compare them to Arrow season 2.
Both were stellar. Their motivations are excellent, making both characters sympathetic and believable, and are both well-acted and extremely menacing, but I'd say Bane for a could of reasons. Firstly, he's just supported by better writing, as good as the 2nd season of Arrow is, the Dark Knight Rises is just better, which certainly includes writing. Bane has better material to support his character. Secondly acting, now this isn't to detract from Manu Bennet's performance, he was excellent undoubtedly, but he just can't compete with Hardy, who is one of the top Drama actors in Hollywood at the moment for good reason. Finally, comes intimidation, something that every good villain needs. Deathstroke is physically dominant, powerful, and extremely intimidating certainly, but Bane takes it to a whole nother level. His intelligence combined with physical power and skill grants him a sense of terrifying control in every scene he's in, I mean he was genuinely terrifying in the opening scene of TDKR and seems to know what everyone around him moves' are before they do.
Both are great, but Bane is better.
