CV Ranks the MCU Villains - Nominations

With the recent release of Age of Ultron, I've noticed that this has become more and more a hot topic. Where does Ultron fall in the ranks of the MCU villains? And for that matter, who is the best villain so far? Too bad we have no way to figure this out... OH WAIT. I exist, so list tiem. For this list, I will only be focusing on the main or most important villain from each movie. This removes characters like Thanos, Nebula, or Robert Redford. I'll list the villains below, but let's go.

Guidelines- Create a list ranking the 11 MCU (film) villains from best to worst in your personal opinion.

- List them in descending order from best to worst. The first villain will receive 11 points, the last will receive 1.

Only one worth a damn was Kingpin but he's not a film Villain. a few were Decent and the rest were pretty lame or bad(not in good way :p)

@eyedcyou: i'd say that Alexander Pierce was actually the main villain in "Cap2". Yeah, i know the movie is named after WS, but it was just in order to link it to the "Winter Soldier" story arc. It was Pierce who was actually the biggest threat to the world and it's Pierce that had at least a couple of lines. He was the one that we were seeing most of the time in the movie, and WS was just a machine they were using for terrorist acts

With the exception of Loki, the Winter Soldier, and maybe Ultron, MCU villains suck. Ouch, I mean, I knew these movies were more focused on the heroes, and that the villains were usually mere plot devices, but damn, I didn't think it was that bad. This list as a whole is really unimpressive.

Exactly this except Winter Soldier number 2.

I don´t know why some people say MCU villains suck, I honestly think my Top 6 are very solid villains.

Also, the villain played by Guy Pearce in Iron Man 2 was more the main villain than Whiplash who basically plays the same role as The Winter Soldier in cap 2 - hired muscle with a backstory.

Whiplash was in Ironman2 and actually he was the main villain, with Justin Hammer being more of a secondary villain.

Pearce was in Ironman3, and yeah, he was the main villain. Because obviously we Discount that PiS-poor Mandarin sh*t

I mixed up Guy Pearce with Sam Rockwell cause both are really underrated actors.

And I must be remembering Iron Man 2 wrong if that's the case DrFate. I need to rewatch if that's true. Although, to be fair, I haven't watched that film in years. I'm surprised I can even remember it - it felt so damn mediocre since last I watched it.

Have not seen the rest and also not sure why Winter Soilder is listed that is like saying the gun use to kill someone a villain.

Robert Redford was the main antagonist of Cap 2, not the Winter Soldier.
