This. Just being big isn't enough to embody Captain America.

He wouldn't be a good fit for the character.

He needs to prove himself as an actor first. Maybe after Bumblebee I'll change my mind, but for now, I'm just not sold.

He can be John Steele. Yes, there is a Marvel character called John Steele. He had one appearance in Golden Age and had a role in Post-Siege Secret Avengers by Deodato. He is a super soldier stronger and faster than Captain America, but not as skilled, and he became a villain if I remember correctly. Cena can play him or Nuke (unless Nuke was a villain in Jessica Jones Season 2, I don't know because I have yet to watch it and I didn't read anything related to it). But not Cap. And I doubt they will recast any of their main characters.
