It's all fictional stories, almost any character can beat almost any character with enough prep, sufficient fund, and access to cosmic items which with "prep", any character can get their hand on with story set up.

Yeah. Tho to be fair there are a couple ways for Bats to win, easiest being:

• Rebuild his Brother EYE power mimicry tech, mimick the powers of heroes such as MMH(and he can do this without them noticing and from afar, his power mimicry tech showed that ability), then in the fight mimics SS’s powers for sure win

If he can prep successfully for a fully powered Justice League (Tower of Babel), a slightly weakened Justice League (Endgame), and design a power suit that can go toe to toe with Darkseid-level threats (the Hellbat)... in other words beings that are more powerful than Silver Surfer... then yes, I see no reason why he couldn't beat Surfer with some prep.

The real question is if Surfer can beat Batman without prep.

I'd say possible, since this is fictional and anything can happen within that realm. I know it's stupid but it is what it is. Look at Squirrel girl.

Dr doom might’ve of done it but he is leagues above batfreak in every way.

I think if opportunity presents itself sure Batman can like orions corpse bullet or chaos shards crystal,or using tech like brother eye or stealing like tchalla did from doom except he can just borrow tech from his jl friends buy still noNE of them guarantee a win.

Now building a tech that will instantly depower surfer,let's just leave this talent to fanboy plot favorite professionals like Dr doom and reed richards.It just takes word from writer and bam!Batman can go to apocalypse,shoot Darkseid with some xyz plot tech that will take away all his powers,shrink him to size of batman and batman beats him h2h in regular suit.Plus batman becomes mind blowing cool badass.However it sounds boring so better just borrowing/stealing tech.

Sure, if the circumstances were such that Batman studied Silver Surfer to the point where he knew the source and nature of Surfer's power and exploited some type of weakness; a situation where Batman just attacked Surfer at random; basically, any reasonably intelligent and brave person could do such a thing; and that's normally how PIS is usually applied (in comics); basically, for such not to work, you'd need someone with no weaknesses and the added bit of being omnipresent for good measure; only God fits that mode, while other supernatural beings would too, minus the omnipresent bit, as they'd have no conceivable weakness for a person (e.g. excluding the ones on the dark side, as Jesus gave us the weak point for them, but, if you forget that or didn't know it, than these beings also).

Why?

Batman with prep can even beat The Presence.
