Example superman draws his strength from the sun and hulk from his anger. But could they increase their strength by just working out? Wouldn't their high durability prevent the breaking down of muscle tissue thus strength gains via working out would be impossible? What do you think??
Could a hero with super strength get stronger via working out?
Well if i learned anything from shonen anime sure but most dc heroes get dere power/strength from out side sources ie supes/sun ac/water fate/helmet of nabu ect however dere is no evidence 2 say dey cant get stronger from training hell many would argue fighting super villains is a work out on marvels side i believe the thing has gotten stronger from lifting weights
Depends on if their abilities are natural or come from an outside source. Also their durability wouldn't make it impossible for them to workout, they need to lift or generate enough weight/force to damage those muscles and tendons.
It all depends on the plot/writer nothing more. I wouldn't try to apply too much real world logic to it.

Street-levelers who technically have super-strength like Cap and Deathstroke work out a ton.
I think I remember Spiderman working out.
There are probably lots of other examples.

If there powers are given to them by an outside source ex Juggernaut then no.
But if its from within like she hulk then yes.
