So at first I thought this was Star Lords Mom but then I realized that his mom grew up in like the 60’s so what if this is Star Lord’s Grandmom and Cap? What if Off screen they did it. This was before him and peggy had a thing. That would be crazy. Or it’s just an easter egg

No they are different characters (if you can call that Cap America fangirl cameo a character in the first place) portrayed by the same actress.
If they are the same character Peter Quill's mother will have to be in her late fifties at earliest when she gave birth to him. And uh... That isn't possible.
this would make her in her 60s-70s by the time she gives birth to Peter which is a rare occurrence and she would also look much older (unless she has amazing genetics).
Its just the same actress. Now, it would make a bit more sense to have Quills grandmother be in the movie. They could just say that was her.

Its not an easter egg. Many movies and shows used same actor/actresses to portray different characters. You may as well say that the last descendant of Merlin the Wizard (Transformers the Last Knight) was also a distant relative of Star Lord and Captain America

@camilopezo: it'd kinda ruin continuity with Helen Cho; and also he was already credited as Roger Harrington in Spider-Man Homecoming.
@gateofbabylon: He is never called Amadeus Cho in the movie, besides that guy is too old to be her son.
