Thor and Hulk can probably hold it the longest by feats. Thor was able to move moon-sized metal rings in IW. Even if we say that Rocket Raccoon's ship did 50% percent of the work Thor would still be able to casually lift Godzilla.

I know it was sized of small Moon ( in wiki Moon can be sized of 3 km in diameter ). hmm so i think could lift possibly but Hulk depends how savage he is. 2008 or 2012 is most savage Hulk so agree but current or IW or Ragnarok Hulk are jokes

Superman alone can't by feats (he can do it only if you consider tectonic plate feat as legit)
Thor can do it by outlier feats
Captain Marvel can do it by scaling, not by her own lifting feats (if she's supposed to be Thor tier or higher )
Aquaman can't
Wonder Woman definitely can't
Hulk can do it by scaling not by his own feats (if he is supposed to be comparable or stronger than Thor)

Wait...so what you're essentially saying is that feats that seem too ridiculous don't matter, no matter how much they are intended to reflect a character's power levels. Your argument isn't based on the rejection of outlier logic, it's just "take out every feat that makes them capable of lifting Godzilla."
To answer your question, it depends on who is writing the characters and who is designing their feats. You can see this in the comics all the time. I never said they can do it no problem, though.
However, since it was the Russos who gave Thor his feats and it was the Russos who believe the Thor they featured was him at his very strongest, consistency has nothing to do with this. You can see that, right? When a character's power levels increase or decrease, consistency as a metric and therefore as an argument loses it's weight. Plus, I think giving a character like Thor a high diff, highly impressive feat is reasonable since he didn't actually have high diff strength feats before that. It's better to use those sorts of feats to describe what a character will have difficulty lifting over poor feats that a character does with no problem.
For Hulk, it's a different story. He gets to be all over the place. Why? Because the madder he gets, the stronger he gets. It's unreasonable to measure consistency of a character's strength which by definition is inconsistent.
