Hard to say. The bigger the surface, higher is the power surge or some bs.

The power stone not being able to destroy small object because smaller power surge is not a thing.

The power surge only affects range not attack potency, the attack potency of the stone is controlled by the user. The stone basically destroy anything the user wants to destroy but it won't accidentally destroy the entire planet every time the user hit something with it. Also, since the power stone controls the essential aspect of power, it can most likely destroy anything regardless of power level.
