Upon re-reading Naruto manga, it came to my attention that you can link Byakugan's vision to other jutsu. Ino linked her Mind Transfer with Hinata's Byakugan to extend range of it and possess Obito for a short while.
Going by this logic, could Isshiki do the same with his shrinking?
