Cap on a regular day could not pick up Stormbreaker and start flying and teleporting, the former is Thor's power and the latter requires godhood or magic to tap into. Asgardian All-Father weapons can't be used by regular mortals.

Post Mjolnir is what I'm talking about. He needs Thor's power to use Stormbreaker or he'd be driven mad by its power. But some people on this site doubt Cap received Thor's powerset from Mjolnir when he's clearly doing stuff beyond just holding and hitting things with the hammer.
Not sure if the title was edited or I just missed the Mjolnir part, but I think by statements only beings of great power can wield Stormbreaker. So Cap can with the Mjolnir buff, and can't without it. Stormbreaker requires power to use while Mjolnir requires worthiness.
Stormbreaker does not have an enchantment, so its difficult to say, because it has no enchantment cap would either have to rely on his powers he inherited from mjolnir in order to lift it, he wouldnt be strong enough to lift it if it wasnt for mjolnir
