Deathstroke does not possess the acrobatic talents of Cap, so he could not replicate this exact same maneuver. But could he replicate the overall effect of overpowering Spider-Man? Yes, he's just as skilled and tactical as Steve is.
I don't think Peter was pulling with all his strength so he might be able to resist the pull for a bit like Cap did. But he's never performed an agility feat like that and he has no showings of skill where he uses someones own momentum against them or whatever Steve is doing in that gif.

@nickzambuto: But the titles implies he's going to be decked out in his suit and all that, I just don't see him doing what Steve did with all that in the way. He probably can out smart Peter because he's way more experienced, but he's not doing it like Steve did in the OP

No he clearly isnt.
He doesnt have any lifting feats on par with Caps.
He doesn't have any lifting feats at all (at least not notable), IIRC, let alone on par with Cap.
