The telepath is being made to see regular people in New york as zombies

-who's the weakest telepath that can see through or break this illusion

Cable, Psylocke, & Rachel are amongst the weakest that could see through it. Equalising Psionic energy and reiatsu changes nothing. Bleach just doesn't have the feats that marvel telepaths have. On top of that Yhwach's future sight is based on vision. So it being tampered with is easier feat compared to telepathy.

Well when Perfect Hypnosis used on Yhwach it wasn't prefect so it depends on which way you lean as to what evidence that showing represents.
