Better Character: Katara or Iroh?
Katara personally, but I can see why people prefer Iroh
They are both excellent for what they are meant to be:
Katara: caring, headstrong, insecure, willful, young, hopeful, protective, diligent
Iroh: Wise, tender, old, guiding, powerful, peaceful, content, experienced, mournful, kind
Lot's of good adjectives describe them to a t.
In terms of who I like more easily Iroh.
Katara, Zuko, & Sokka all develop the most out of the group. They all change massively from series start to end in great ways. All are excellently written characters (Toph is excellently written as well, but she doesn't develop as much as the others (she didn't really need to though)).
Iroh is incredibly endearing and he made me cry twice in the shows run (I still cry to those two scenes to this day), but he doesn't develop as a person. He starts good, ends good and never changes his stance on anything of note. Which is fine, I just personally like when people change over time. I completely understand if someone prefers him to Katara.

Iroh no contest. He's the best character in the Avatar lore.
