[I will be ignoring any of the seasons that didn't fully finish, since they aren't fair to judge atm]
Since each show is at its greatest in different ways.
Arrow S2 and 5 are easily top tier for the primary CW Arrowverse shows. With S1 still being nothing to look over. Other seasons tend to be lesser for a majority of viewers. Out of all the shows, Arrow is the most linear, with seasons just vastly differing in quality.
Flash has a steller S1, with S2 being also a preferred next choice. S3, 4 and 5 are vastly different, causing Flash to be a show that sticks to itself, but has several different elements that may change from season to season, with S3-5 finding their own audience in their unique ways. S3 being darker, S4 being extra cheesy, S5 being more family base with Barry as the side-dish.
Supergirl isn't as linear as Arrow, and isn't as diverse as Flash is, making it a show that doesn't change too much for people who do enjoy it, while also still remaining a little fresh. I found Supergirl to have some for the most hit or miss episodes for enjoyment. For the most part, people tend to either love or hate Supergirl. If you want a villain to love than expect to wait till S4 for someone worth any story telling value. Since its other villains are some of the most bottom tier in the Arrowverse, though this is because Supergirl doesn't dive into having a Big Bad as much as many other Arrowverse shows do, and instead you get more character fun and drama.
Legends of tomorrow is the most diverse show among these 4. Each with enjoyment all based on the viewers preference. S1 has the best premise of a story, with Captain Cold being a treat, but is troubled by being lesser than it could had been, and filled with somewhat annoying Hawkgirl stuff that was dragged out. S2 is the shows closest thing to a superhero team vs a villain team and has the most charisma and dynamic between the heroes and its villain(s). S3 somewhat keeps the S2 vibe, but with a very different plot that relies less on powers, Flash fans will find Kid Flash to be very enjoyable here. S4 is a big hit or miss for fans, with the season tossing powers for magic and creatures, and new characters taking a massive amount of the screen leaving prior characters somewhat just there. S5 is alot like S2 and S4 were mixed, with its superhero vibe being intact while it still uses magic and Constantine to continue though its plot.
Arrow and Supergirl will either be your cup of tea or not, while Flash and Legends tend to vary in how the show feels across its seasons.
IMO
Flash as a whole is the best show, since its worst seasons are notably better than the worst seasons from the other shows.
Arrow has easily the best 'Best' seasons.
Supergirl is the most consistent show.
Legends is the most creative and diverse.
If i had to order my preference: Flash > Legends > Arrow > Supergirl
Flash being consistently a preferred watch, Legends being [mostly] easy to watch, Arrow has several amazing seasons, and Supergirl falling short due to it not being as memorable of a show compared to the rest.
