Endgame had many flaws, crossovers and flashy effects doesn't make up for that. Winter Soldier is one of the few MCU movies that's a solid movie on its own so I'd vote for it.
Even though Endgame is bad in hindsight. It still topples every Marvel movie that isn't an avengers film
