I think the implication was that it was over before the military could even arrive. Takes a little bit for them to mobilize. Though a jet or two probably should have been present.
Or you can headcanon that the world security council called them off as it was their plan to nuke the whole time.
Part two of your response @havenless is probably best explained as they did fire the nuke and it plays a big role in all other marvel movies I.E Iron Man 3 as one of many occasions.
