Before I start, I'd like to note that I am counting both pre-and post-fusion feats as valid. Whether or not you agree is up to you, but I'd like to avoid any arguments on the subject on this thread. That being said, let's get started:

Unalaq

Unalaq is the Chief of the Water Tribes, Avatar Korra's uncle, and the Dark Avatar. Despite how terrible he was as a villain, he's still arguably the most powerful waterbender in the verse.

Speed and Mobility

When it comes to combat, speed is one of the most important attributes to have, and while he may not look it, Unalaq is one of the fastest people in the Avatarverse.

Can fight Book 2 Korra and Mako together.

Summoning his waterspout almost instantly to dodge two massive airblasts from AS Korra.

Outreacting and defeating Tonraq mid-jump. Note how Tonraq appears more or less frozen in comparison to him.

Outspeeding B2 Mako and Bolin. Mako and Unalaq attack at the same time, but Unalaq's followup occurs before Mako or Bolin can react.

Notably, this was the same season that Mako reacted to an explosion in.

Jump a decent height and then uses ice-surfing to break his fall while maintaining momentum.

Dodges a huge fire blast from Korra. Also shows that he is evenly matched with end of book 2 Korra in speed.

Dodges Korra's spammed firebending attacks.

Spams water blasts extremely quickly. In the second part of the gif he fires five in a single second.

Crosses a forest and the massive NWT encampment in seconds.

You can see that the encampment absolutely dwarfs the buildings inside of it.

When it comes to travel speed, Unalaq is one of the best benders in the verse, just below the likes of Void Zaheer and Wan, and in terms of combat speed he's dead even with Korra, who's got some of the best speed feats in the verse. What's more, unlike most benders, he can combine his travel speed with his offense and defense, creating a highly mobile powerhouse that took a fully realized avatar to match.

Power

In addition to his excellent speed, Unalaq is also a very powerful bender, both in terms of scale and potency.

Throws several large ice-crystals, then shatters dozens of boulders with a single smack, all while maintaining his spout, in an excellent display of scale and potency.

Moves an enormous amount of ice to crush Korra.

Creates two titanic ice walls (each as tall as his spout and considerably wider) while maintaining his spout. This is a significantly better scale feat then any Suyin has.

Fires an attack about the size of his water spout.

His blasts are powerful enough to essentially ignore Tonraq's ice.

Simultaneously destroys a boulder from Bolin and cools a fireblast from Mako, then proceeds to overpower a struggling Bolin.

Fires a massive blast over a large distance while maintaining his water spout, then blocks three large boulders from Korra.

Is capable of making his water essentially impervious to evaporation.

While Unalaq doesn't quite have the absurd scale benders like Korra or Roku do, he's still one of the best in the verse when it comes to using his power in combat and combining it with his speed.

Skill

In addition to being a very fast and powerful bender, Unalaq is also one of the most skilled waterbenders in the verse.

Showcases redirection and the ability to cause his water attacks to maintain flexibility when frozen.

This gif shows the flexible ice whip move better than the above one did.

Dismisses his own and Tonraq's ice constructs with a thought, and flash freezes Tonraq.

The waterspout itself is a master-level waterbending move, and Unalaq showed more mastery of it then any other bender (the only one who really comes close is Korra, but she lacks ranged waterbending attacks from aboard a spout).

Didn't work out too well for him here, but he can use water arms.

When he can't overpower Korra directly, he's skilled enough to wrap the blast around her cocoon and throw her down hard enough to one shot her.

Can make his water impervious to evaporation.

Invented a sub-element in the form of spiritbending. This takes a very high degree of understanding and mastery of an element to pull off.

Unalaq's shown a high degree of mastery over a wide range of different techniques, as well as creating a new sub-element, which is more than enough to say he's right near the top of the food chain as far as skill is concerned.
