Raigo has country sized AoE. Whitebeard has world-destroying capabilities via his Earthquakes, so his AoE would easily warrant Multi-Continental ranges.

If this was Naruto then Prime Roger and Whitebeard are the equivalent of Hashirama and Madara while they were still alive, who were Top Tiers.

We've yet to see the equivalent of Kaguya. Will it be Blackbeard, Imu or something else?

I would guess the God Tier to be at Multi-Continental level (i.e. capable of affecting all four seas, the grand line and the red line)
