Yes, part one arcs were hit and miss, part 2 was non-stop fun and action and the story wrapped up surprisingly well despite the mangaka having to rush, the narrative became a little convoluted but that isn't surprising given the circumstances.

I honestly couldn't find myself really getting started with it. It was just too silly for me. And I read Empowered so that's like a really high bar
