Well, my first thought has proven wrong. I was thinking she was one of the villians from Marvel Team-Up Annual #1(1976), but I will not give up! And is that Jem in your avatar?(truly outrageous)

my first guess from the face and powers was a very young Clea but that was smashed quickly with the dress so im stumped

Well Methos, you got me, I'm stumped. I don't want you to give it away straight out though. Maybe a hint...company, timeframe of character(artwork looks 80s,maybe late 70s), hero or villian?

I want to know too ! Please give a clue.
