You mean the man that can finger flick WB Hulk, shitstomps all three mainstream versions of Superman and don't have a long list of jobbing and anti-feats like Goku. you guys get used too much to Planet level Saitama for the past 7 years and can't even handle him obliterating Solar systems and blow up a large planet with a sneeze lol

Homelander for sure. Maybe not on Comic Vine, but you go anywhere else and he is wanked to high heaven because of that single questionable statement by Stillwell in season 1.
The Witch King (LotR)
In the movies the Nazgûl get hyped up a lot but get their asses handed to them in every fight. Every time they do something effective it’s there mounts doing stuff.
-Aragorn beats them while being greatly out numbered. Aragorn later on struggles much more against Lurtz then against 5 Nazgûl.
- The Witch King is handled by Éowyn and Pippin who are like on the level of random soldiers.
But, with Pippin it was a playful fight. Aragorn even laughs when it is happening. And Eowyn doesn't best Aragorn though... He wins her swordswing and then they have a conversation.
The main power of the nazgul is their super scariness. That's why the invests were crawling away from the one who almost found the hobbits.
Some heroes are just brave enough to resist such things. That is what makes them able to fight the nazgul.
However, the nazgul are definitely overrated from what I have seen. Some people expect them to defeat squads of people with higher quality magic. Such as nazgul being enough to solo Voldemort's armies ir similar statements.
MCU Black Widow (she has feats people just wank them extremely high)
MCU Hawkeye legit has no Hand-to Hand feats and I have seen people putting him above Daredevil, Shang-Chi, Iron Fist, Cap, TChalla, Black Sky, and Melinda May.
Honestly, I’d pick someone who is super overpowered but doesn’t get the chance to display it as proof.
so my pick is Pre-Flashpoint Phantom Stranger, and even he has feats, albeit limited ones

DC: Dr Manhattan, guy has barely feats that goes around +universal level and most he has done is stomping hero fodders, plus he failed to repair a small multuverse, but somehow he has a fanclub in the site (mostly the same dude SladerAcer with toons of new alts that only left comments in threada about him) that writes whole manifests for putting him above whole DC comics, pure hype.
Marvel: Living Tribunal and Oblivion, the first one is a punching bag and the latter has virtually no feats outside his standard form, but both are highballed in threads despite all statements and anti-feats.
I have seen a guy pointing out above that 616-Spiderman is a case as well, and thinking about it he is right, not so time ago I saw in a thread a vs between Spiderman against Naruto high tiers characters, and a few were using a couple of hyperbolic outliers to argue that Spiderman was casually LS in reaction speed or something like that, hype for some goes too hard.
Manga: Saitama, apparently his shared feat with Garou that already has context that supposedly caps at solar or multi-solar system being generous made some people to think recently that can be bump at universal or more If we think out of the wank only, first people here compared with Super Perfect Cell, then with Goku SS3, then Suoer Buu, then with Ultimate Gohan and now with DBS characters.
What hype do you mean? The hype in the story or the manufactured hype of fans? If it is the first, then:
Hiruzen doesn't live up to his hype. Frankly we only see the oldest version of him.
Base Momoshiki is weaker than Naruto and Sasuke.
Aizen and Ichigo are not impressive at all when they fight.
Insert a character from Marvel or DC.
Captain Marvel is top tier in MCU but Kevin Feige and Brie Larson hyped her as able to move Planets and such none of which has happened in MCU

Dr. Manhattan only manipulated the timeline within prime earth (metaverse) which is only one universe that if something happens there, all multiverse is reformed, when he attempted to repair the whole multiverse from it's crisis which were 52 earths at the time, he failed. Half of the power of Manhattan? The feats from TDKa were performed with the full power from a Dr. Manhattan's duplicate version, the original Dr. Manhattan's energies contained in Wally, crisis energy from stories where the crisis experienced in the multiverse are repeated all over again, he stole also all the power from Perpetua and then killed her, and he even fused himself with the dark multiverse and gathered all energies from the history of the multiverse. Dr. Manhattan is was merely a small of his amps and doesn't even compare, TDK has also far greater feats.
