What is the policy on the 1st appearance of a character?

Exemple:

Husk (Paige Guthrie) appears for the 1st time as amember of the Guthrie family without powers in New Mutants (vol. 1) #42 (1986), she's just the sister of Cannonball.

Then she appears for the 1st time as the mutant Husk in X-Force vol. 1 #32 (1994), 8 years later.

What should be her first appearance?

I think if the core character appears with or without powers, that's their first appearance. I think Marvel and the comics guides do that too. Like I listed Amazing Spidey as Mysterio's first appearance since Quentin Beck was in it and his costume appearance wasn't until issue 13. It's all debatable. We can see how others feel.

I tend to think the first time the character appears with or without powers is definitely the 1st appearance. Though some contributors must not agree. For example in the Thunderstrike entry Thunderstrike #1 is listed as the 1st appearance, when he appeared as Thunderstrike in Thor well before that, and as Eric Masterson even further back in Defalco's run.

You track the appearance of the person and then track the hero/villain version. For instance - Hank Pym
