Lets say Thunderbolt Ross over the years had been slowly creating his own team. He already had Taskmaster but wanted more so decided to create 3 new members post starks funeral. 1 of which is US Agent but this thread is about the other 2.
Everyone has been occupied post Hulks snap as you can imagine with all the chaos that comes with half of all living things reappearing after 5 years. During all the Chaos Ross ambushed James Rhodes and injected him with the same truth serum Uzman used in AntMan and the Wasp. James spills all the beans and Ross captures Hank Pym. As a result he confiscates and uses the Quantum time machine for things he gained knowledge about over the years like the spider that bite Parker and the original Serum that enhanced Steve Rogers. He then used Rhodes perspective to go after the Power Stone.
Ross enhanced Yelena Belova (an elite spy and assassin who received her training in the red room) with Cap's Serum first and then placed the radioactive spider on her neck. Most of the spider powers she gained overshadowed what the super serum enhanced except a few things. The serum gave the subject enhanced brain processing power allowing them to “think faster”. If you combine that with spider powers and Yelena's already natural knack for tactical thinking she virtually became impossible to tag. You need to do things like what Thor did when he arrived in Wakanda during infinity war to have some type of effect.
Ross also knew a lot about Vision. During Age of Ultron once again people were occupied with Ultron and Jarvis was destroyed so Ross and Taskmaster were watching everything including the creation of vision. They wanted to create their own Vision but with the power stone. Time and time again the power stone was too powerful which lead to failure. They needed something or someone that can regenerate. In comes William Von Stryker (in this reality Mutants exist in secret for the most part). They selected one of Ross's trusted soldiers to be given wolverine's regen ability. Another failure. 2nd solider also a failure. 3rd times a charm. Lemar Hoskins, also known as Battlestar had successfully survived the operation. He now had a refined version of Wolverines Regen powers. The second step was to slowly in intervals pour the energy from the power stone into the body using the now fixed but previously broken Scepter that Ultron had left behind after taking out the mind stone. They couldn't overflow the body. They had to pour in enough until the body started coming apart and then stop, wait for the regeneration and pour in more. This happened several times until the subject started to look like Red Skull but with purple energy hovering around him. That was a good enough indication that this was enough. Few hours later he regenerated back to normal with new gained powers. To put it in live action terms he basically became what we've seen from Carol Danvers but a more powerful version with Telekinesis. He could not move at the speed of light like Danvers though but still fast.
Yelena Belova also underwent Strykers regen procedure with success due to her previous enhancements. They didn't risk using the power stone on her though. In the MCU universe Peter Parker uses Synthetic Webbing but Yelena did not want to go in that direction. She chose to wear one of Starks spare Mark L nanosuits Ross had stolen. Combine that with all the other enhancements she became a worthy training partner for Battlestar and Iron sharpened Iron with yelena having to regen here and there which only made her better.
