How do you create a character issue/wiki page

Yesterday, I created a issue but it was denied. Now I'm confused. How do you create a character issue/wiki page?

It looks like you tried to create an issue page for a character.

Go to Wiki > Characters and at the bottom of the right side column there is a button to add a new character. Note that the character must have appeared in a printed comic.
