I think it's much easier to say that Goku through fights with Jiren has received Zenkai boosts. It makes sense given how he did better in his 2nd fights with Kale and Jiren despite them both being stronger than the first time around. So SSB Goku (post Jiren fight)>SSG Goku (post Jiren fight)>Controlled BSSJ Kale>BSSJ Kale>SSB Goku>SSG Goku.
Makes much more sense than "gOKu wUz SUPpreSeD"

Makes sense to me, we know for a fact Goku grew in strength over that tournament so it's only natural this explanation makes sense. However, the suppression tactic does make sense as well, it's just not as simple of an answer. Suppression in that form is most likely possible down a minimal degree, as shown with previous forms of Super Saiyan (Mastered specifically) and the level of suppression that happens in DB in general. But regardless, the zenkai boost argument is far simpler and makes more sense. Besides, the zenkai boost limit mentioned is most likely due to incremental boosts giving less and less each time since their power has raised to such a high level. So simple zenkais, while still giving the same amount of strength per boost, ultimately give much less at this level of power because they simply have so much of it. It would take something as a intense as the Tournament of Power to get zenkais capable of shifting their power significantly.
