The first pic is filler, the second one is hyperbole, and the 3rd one is actually a legit feat where Goku and Beerus were going to destroy the universe by slugging it out. @vena: The thing is this is a beat up Ki leaking almost beaten Zamasu who says he is galaxy level + If you want to go with author statement universal Goku and Beerus is more legit than Zamasu being only galaxy level because the shockwaves were both in the manga and the anime while this statement is only in the manga. Akira Toriyama writes the storyboard for both manga and anime, so if a feat is in both it has more weight than having a statement in one medium.
The issues with taking statement out of context is that you don't get the full picture. In zamasu situation he was already losing and his stamina was greatly depleted due to the beating he was taking. Also feats > statements. The feat Goku and Berus nearly destroying the macrocosm of universe 7 is greater than zamaus saying he can bust a galaxy.
