During World War II, Steve Rogers volunteered to receive the experimental Super-Soldier Serum. Enhanced to the pinnacle of human physical potential and armed with an unbreakable shield, he became Captain America. After a failed mission left him encased in ice for decades, he was found and revived by the Avengers, later joining their ranks and eventually becoming the team's leader.
Both, in the sense that I think of "peak human" traits as those superlative human capabilities which are theoretically possible, but extremely unlikely for any human to have achieved by virtue of their genetic traits/environment alone. There are some that have speculated that superlative, peak human capability has been achieved in the category of speed by Usain Bolt. Since it is extremely unlikely that any human that has existed possesses many or all of these capabilities, one who does due to technological tampering with his body could be thought of as a "superhuman" specimen.
The superhuman aspect of Cap that I like to see, though, is not a set of peak human traits, but a peak human set of traits. Versatility, not off-the-charts performance in any one area (except maybe righteousness).
