Spoiler Block Row Not Appearing

So I've been attempting to make a CaV post when I noticed that the second row that shows the spoiler block and other features hasn't appeared (exactly like the image above), and it's been like this for a couple days now. I've tried on PMs, regular forums, and neither of them work. I'm on a MacBook, so if that has anything to do with it.

@rorie: Yep, still happening for me. My resolution is 1440x900.
