No...he really doesn't.
Zoom beat both Flashes and Bart together badly. Twice.
Whether Zoom wins or not has to do with if certain characters are allowed or not. The Spectre for instance is not a god. But he does have powers from one, nigh physical invulnerability and reality warping. He can beat Zoom. Is he too powerful to be here though? Well that's up to Swagga.
I can't think of anybody who can beat Zoom then. I mean, Flash could steal speed from all the speedsters and have half a shot but Zoom'd kill them all before they got the chance.

Where's the problem? He's run around the entire earth a dozen times and held a conversation and an extended fist fight in under the time it took anybody else on the planet, including Martian Manhunter, to move. If it was really an issue, he could go around killing all the telepaths and people with any degree of super speed first.

Even if Zoom saved him for last and then faced him one on one at only mach one or so, Zoom could still use sonic booms to demolish Metamorpho. The guy doesn't have a chance.
And frankly, there are ways for Zoom to beat Deadman too. I just don't think he even knows of Deadman's existance, which is why he could, maybe, eventually get caught by Boston.

IF he got inside him like he did Katana he could potentially influence his decisions like he did with Katana. Opening the opportunity for another to attack. That is stretching it though.

While I understand how powerful Zoom is, I find the idea of him taking on the whole Earth is a bit out there. For one, there are magical beings like Spectre and the Phantom Stranger who cannot be overcome by physical force, though we could put them in the same class as gods which are ruled out by the OP.
A lot of magicians live in places which can't be reached by normal means. Zatanna lives in a mansion which cannot be entered without the owner's approval, so if she's home Zoom would not be able to touch her, and she could screw around with him from there. The same might go for the shadowpact, but I'm not sure.
Then we have the immortal man, whom Zoom could easily kill, but who would revive himself, possibly gaining immunity to Zoom or something like that.
Then there is also the question of Atlantis. How is Zoom going to defeat people who live under the sea, considering he himself cannot breathe underwater?

Yeah, that's the right scan and I agree that if Metamorpho can get inside Zoom, he'd win. I just don't see it happening if Zoom is going all out. Metamorpho is fairly fast. He can make himself into combustable materials to propel himself through the air pretty dang fast but he's not even breaking the sound barrier last I checked.
I agree if Zoom was going all out he'd be nigh unbeatable and not very much fun. The thing is, he's almost always going easy on the heroes in the comics because he wants them to be better, not dead.
Obsidian can probably stand up to Zoom's attacks just fine. Catching Zoom is another matter. Trying to think of people besides Obsidian and Deadman who can stand up the initial super speed genocide.

Wot Blue Beetle? probably if it was a one on one but in this scenario its against DC earth so im sure the scarab would pick up that JRs life is in danger & protect him to the best of its abilities which imo would be enough to stop Zoom from killing Jaime.

People are debating Dc earth vs zoom when they don't realise we have professor zoom as well... Zoom would be enough but with eobards assistance, Eobard and hunter curbstomp dc earth.
Why is nobody mentioning the presence of Thawne? Sure Zolomon can handle most of it, But with thawne's intelligence and his knowledge from the 25th century can help both zooms exploit weaknesses and essentially over power DC earth.
