The only thing that needs to be agreed upon is what she shook. We all can see from what she said and the evidence is that she shook everything, on and off the planets.

Ichigo was not on the planet, he was millions of miles away in a tube yet he experienced the same shaking.

Once that is established, then we can look at the cosmology and decide what level it is.

Regardless of this, it’s clear the level it will be is beyond what the HST has shown so far.

I mean, we saw what she did, release a silver of her power and shake WoTL, SS and HM, there were no shaking stars and galaxies or blackholes so what was shown was three planets shaking from a tiny bit of her power.

As for her AP, she's reality warping/sealing; sewing her targets into story tapestries. Reality warping is super hard to do AP with and generally plays by it's own rules, what matters more for reality warping is the potency of the feat and any reality warping resistances the target has.

If I had to go by the options here I'd say multi-planetary - but none of these are great options imo.

There is no way anyone can argue the shaking was violent enough on the planets to reach Ichigo. He’s by any practical estimate millions of miles away from Soul Society.

That falls apart once you realize there's more to the cosmology than Earth, HM and SS though. She didn't shake Valley, Hell, Muken, Reverse Worlds, etc. So we don't have all the information and in light of that we shouldn't be assuming the absolute best case scenario when there's evidence to the contrary, you literally have the evidence in your screen shot.

It's way more impressive that her bankai is a pretty badass reality warping one. We'll see how it plays out with how she's inevitably defeated, Jugs or Ishada could fill that role pretty well since they both reverse uno the enemy.
