Circe wins on average. Higher feats. Zatanna can hold her own, if she has time to prepare a powerful spell, like the one she pulled off against Starbreaker.
It took the combined magic of Dr Fate, Phantom Stranger, Madame Xanadu and three others to break one of her spells ( during War of the God's). They even had to focus that magic through both Wonder Woman and Geo Force so as to link it to the Earth.
Circe should take this 9/10 times, she's normally aided by Hecate and even after her resurrection post-WoG (when Hecate left her corpse) she was still powerful enough to turn every male superhero into one of her beastimorps... giving us the first 'Superdoom'.
Plus she has the advantage of not needing to speak to generate an effect, so she's faster on the draw.
@wrathofthebrad: Doesn't seem like any of Circe’s feats stack up to Zatanna beating Zor. If you can post anything that is better to beating an almost omnipotent being that gave the spectre trouble then Zatanna wins this fight, also in that sand comic arc she met the comic book writers in our world.

Wonder Woman with a fraction of Circe's current powers effortlesly banished the Upside-Down-Man Zatanna-style, who had not just omnipotentish statements but was also very amused about the useless tries of the real Zatanna.
Also has Zatanna even outright stated that she was scarred of Wonder Woman's for herself unimaginable powers, and Constantine stated later on that Wonder Woman could have blinked both out of existence if she wanted.
Not even Zatanna's heavy outlier against Zor means anything against current Circe, and by overall portrayal is Circe anyways in a different league since her early appearances.

every thread has different debaters, many of whom usually don't know their opposing team's feats esp all versions considered
If I'm not mistaken didn't Circe basically kidnap all the male heroes in the world, took away their powers and turned them into animals. And she gathered an army of every single female villain in the world under her control?
