I don't want to start on the speed argument because speed is rough in this. It's worst than guessing how fast Bleach characters are.
Yusuke has more destructive power in general. He's physically stronger than Naruto and definitely more so than Toneri. His spirit gun may not reach far enough to cut the moon in half, but it could make an impact if it was his goal. At one point Yusuke destroys a huge portion of land leaving a mark all the way to the horizon. To say a single spirit gun shot would kill Toneri wouldn't be unbelievable. It is most definitely comparable, if not beyond, bijuu dama.
Stamina is definitely Yusuke's advantage. There is no debate. He'd out last Naruto in this too.
If speed was not part of the equation at all I would back Yusuke for 10 out of 10 fights.

Genkai saying Yusuke can destroy the world was clearly overtime I don't think he can one shot it or anything. let not forget Genkai is very wise and knows what she is talking about...if she thinks Yusuke can destroy the world then i think it fair to say that he can give the fact what Sensui was able to do to the world while suppressing himself
