Round 1: Talzin.
Round 2: Not sure... didn't really watch much of TCW. Probably Yoda though, seeing as that dream/illusion Sidious casted portrayed Yoda as being able to stalemate Sidious in Force power (Lightning vs Tutaminis). Not that it's a literal feat, but it's enough to say Yoda could do it (since he obviously did, in the real fight).
Round 3: Yoda for sure. Right now Talzin has few feats, some that aren't very impressive, and she only really has access to lip service in regards to Sidious finding her to be powerful, and having power he desires. Based on actual showings, Yoda wins, although I'm inclined to believe it wouldn't be easy. We'll properly find out the answer to this when SoD #4 is released, and Talzin fights Sidious (although knowing Barlow, it'll be half a panel of them clashing lightsabers once in the background of Maul killing Gungans, and then another half panel of Talzin being dead).
@i_like_swords: I think Talzin will actually fight sidious.
Having said that, what could Yoda do to counter Mother Talzin's magic?
@kingjohnrocks: Well yeah.. that's what the whole issue is about. It's in the solicitation as well as the front cover.
Force deflection, absorption, tutaminis, mental resistance? His standard defensive capabilities. Thus far Talzin hasn't shown any kind of power that Yoda couldn't cope with.

@kingjohnrocks: Only time she has used voodoo (lol) was when she was poisoning Dooku, creating Force cloaks for Ventress and Nightsisters, and her various enchantments on Maul and Savage (creating weapons/enchanted limbs, enchanted physical enhancements ect). All of that was done with preparation time through rituals. Nothing that could really come into combat.

Talzin probably considering what will Yoda be able to do to her after she's behind a mystical forcefield and the fact that she equaled Mace Windu with a Magicka sword (At least it looked like that).
Yoda of course no one apart from Palpatine can defeat him during the PT era.
