Better doesn't mean he will win. X-23 is willing to go places that Tim would never go. Tim is a trained fighter, but X-23 is a born and bred killer. She was taught nothing for most of her life but to kill.
I wouldn't underestimate TIm in this,he my not be a killer but his fighting skill in on par with X 23 and if he has his utility belt and gagets he might have a change. keep in mind her claw are admantium not her entire skelton like Logan. Plus Robin has successfully battled super powered foes and won.
Tim is a good fighter but I think you are giving him way too much credit E Man 4. I wasn't even counting X-23's powers, rather simply relying on her fighting prowess. Every single one of her shot are probably going to be kill shots. I highly doubt he would block or evade them all. X-23 defeated Wolverine without much trouble. I really doubt Tim could do what she did. Tim is a good fighter, but X-23 is the perfect killer.
